Guidelines and Instructions

Program Overview

The San Diego Housing Commission's (SDHC) Landlord Engagement and Assistance Program (LEAP) Landlord Contingency Fund is available to landlords in the City of San Diego who rent to families and individuals experiencing homelessness. SDHC administers the Landlord Contingency Fund in collaboration with the City of San Diego.

A landlord may access the Landlord Contingency Fund if their tenant vacates the unit within 24 months from the move- in date noted on the Lease/Rental Agreement, and the landlord has incurred eligible expenses as established by and outlined in these guidelines. The Landlord Contingency Fund can reimburse landlords up to a maximum of $7,500.00* per lease agreement for costs beyond the exhausted security deposit. Eligible costs include:

  1. Tenant-caused damages in excess of normal wear and tear *Landlord Contingency Fund will reimburse a maximum of $5,000.00 for damage repairs per application
  2. Legal Costs
  3. Unpaid Rent

The Landlord Contingency Fund is not a substitute for screening rental applications.

Reasonable Accommodation

Required Documents

  1. Lease/Rental Agreement for the tenant, signed no more than 24 months before the tenant vacates the unit
  2. Landlord Agreement to participate in LEAP, signed no more than 24 months before the tenant vacates the unit
  3. Before and After Photos (Damages/Repairs only)
  4. Receipts or invoices reflecting proof of payment and/or order fulfillment (subject to lead times)
  5. Written Accounting Statement reflecting tenant-owed expenses
  6. If requesting unpaid rent, documentation of non-payment of rent (72-hour notices, tenant ledger, etc.)
  7. Legal Costs Documents, such as invoices for any eviction-related court costs, legal fees, etc. (invoice must showproof of payment)

SDHC will review the Landlord Contingency Fund submission and may request additional documents to support the application. If requested, the landlord must submit additional documents within 14 business days. SDHC reserves the right to perform an inspection of the unit. Inaccurate or falsified information will be grounds for denial of a Landlord Contingency Fund application.

Decision

SDHC will issue a Claim Approval Letter and Landlord Contingency Fund payment, or a Claim Denial Letter.

Exemptions

The Landlord Contingency Fund will not reimburse for:

  1. Tools needed to repair damages
  2. Landlord's personal time to repair damages or other activities related to the claim
  3. Damages not represented in the move-in/out condition report
